The Getting Started section of the Translations page of the Documentation
Project contains:
> You are now ready to start well said translation :
> * If your language contains accented and/or multi-bytes characters, set your 
> text editor encoding to "UTF-8" , and check that the first line of the file 
> is:
The described line is an XML declaration which is invisible, since it is served
raw, and therefore ignored by the browser.

By the way, “multi-bytes” should read “multibyte”. But it is probably better to
just make all English files UTF-8 and drop that.
