#1479: Add an 'Announcements' forum

Doctrine project is fast-moving there's no centralized locations for its
users to know of all the updates performed. Since small notes may be of
importance but shouldn't be in a blog, I suggest an additional
'Annoncements' forum.
The suggestion comes of the numerous times in which updates have occurred
on which I couldn't find ANY note. For example: creating a 1.1 branch for
sfDoctrinePlugin, adding new small features etc.
