Not sure what you mean. However, certain keyboard layouts require the
availability of a matching locale to be selectable in Region & Language.
So if you add this Belgian locale:

sudo locale-gen nl_BE.UTF-8

a few Belgian layouts are made available in a sub menu of the Dutch
item. Does that possibly help?

Title:
  Language input sources Dutch (Belgium)

Status in gnome-control-center package in Ubuntu:
  Incomplete

Bug description:
  In previous editions of Ubuntu I could select a Belgian Dutch keyboard, which 
is different to the Dutch keyboard of the Netherlands. It would be great to get 
this option back in Ubuntu 18.04 LTS.
  So now I'm obliged to use the French setting.
