I'm sure there are many rendering problems with the page, but as the site is fully redesigned now, it doesn't make sense to hold open this bug about the old footers and headers. Raise a new issue if needed. Thanks!

The format is much cleaner and easier to read - bravo! My enthusiasm is tempered by two issues: 1. The header and footer displays are much wider than the content. It would be nice to be able to adjust the width of the browser window as narrow as possible without showing the horizontal scroll bar and still see the content of the page as well as the header and footer. Currently, when the browser window is adjusted to the width of the content, the ubuntu logos and, more importantly, the search box scroll off the window to the right. 2. The table of contents strip on the left disappears after a refresh.
