Thanks for your report! You are indeed right, you can't change the
background separately any longer in Ubuntu 20.10.

The upstream docs has been corrected to reflect this:

and that correction will be included in Ubuntu 21.04.

Bug description:
  i have read the official Documentation from Ubuntu, and in there guide find i 
the option to change the lock screen backgrounds
  https://help.ubuntu.com/stable/ubuntu-help/look-background.html.en

  i use Ubuntu 20.10 version, then i dont found the options in background panel 
for change the lock screen background. There is not include or installed. 
  I dont found a install package thats works or found when i use the terminal 
install.
