No, it is not normal. In fact, I changed yesterday the workflow on the website, and this was the result of this. I quickly published all the language folders, so that you should be able to see everything again. What I did not do, was publishing the subfolders - that has every language group now to do themselves. First change state to "internally published", once this is done, change to "externally published". Then everyone can see those folders. Sorry for the inconvenience.
