It think it just searches through a list of Python versions starting with python2.7. This is somewhat fixed in the Debian package where you can at least set -DCMAKE_USE_PYTHON_VERSION=2.6 to select Python 2.6. The patch has been proposed for CMake but hasn't been applied because there are currently no maintainers for the FindPython*.cmake files.
