Sorry for the delay. I have now made an attempt at making the Armadillo
build test more robust. However, I did not experience any weaknesses
before so I'm not sure if your problems will be gone with this fix.

Bug description:
The build test for armadillo is not very robust when armadillo
requires linking to lapack and/or blas. The test fails quite easily.
