Hi Charles, OVH uses PHP 5.4 by default in shared hosting 2014 http://www.ovh.com/fr/g1207.configurer-php-web and allows PHP 5.4 in other plans too http://guide.ovh.com/php5chezovh
Also, another big hosting provider, 1and1, allows it too.
