Both date of files on SF and date of 3.8.1 tags in GitHub are dated with
the 11 of october. So I don't see anything wrong (this does not suprise me,
as i explained, tags and packages building and upload are done by same
script since 2 or 3 versions now).

Does the date of tag was read on SF sources side ? (this may be an
explanation because SF side for source code is just corrupted since several
days).
Or may be jacques has read the 3.8 branch instead of read the 3.8.1 tag ?
