This looks like a Xerces issue. Though it would look like your XSL document contains some XML Schema declarations. Maybe Xerces is trying to validate the XSL against the schema declaration your XSL is meant to output?   Do you really need to validate your XSL file? I don't think I've ever seen an XSL document contain a DTD or schema to validate it before.
