I am not sure about the current version but last year when we were updating
this application we had the same issue - SMTP won't send any bit. The
solution was to add \r\n at the end of the message in the sub that send the
message.

May be it is helpful.

Wow.  I'm way overdue for updating that thing, eh?  Admittedly, I 
haven't installed any of the recent OpenSRS releases, but I have some 
thoughts which may or may not help.

How are you configuring SMTP?  Here are a couple of things to consider:

1) Is the Microsoft SMTP Service up and running on your server?
1a) Have you restricted relaying through the SMTP service?  Be
     sure to include at least 127.0.0.1 *and* the primary IP
     address of the box.  A common mistake is to specify the
     IP address of the website; outgoing requests always
     originate on the box's primary address.
2) If SMTP is running on the local box, then the SMTP server
    should probably specified as "localhost" or "127.0.0.1"
3) If you're NOT running SMTP on your local box, then be sure
    you specify a valid server name or IP address for it

Finally, what version of Perl are you running?  I've heard stories that 
people had troubles with 5.8.x.  If possible, you might try installing 
5.6.x and see if that helps.
