Hey Sam,

Looks like you're jumping into this with both feet eh :) (RCL, CCS and 
OpenSRS-PHP all at once)

I'm not intimate with OpenSRS-PHP though I did take a look at it some 
time ago, but wanted to mention that Horizon doesn't have an IP access 
restriction, so you should be okay in that area.  This might be more 
execution environment related, so I'd recommend taking a moment to make 
sure all the modules for everything (PHP and Perl) are all okay and up 
to date.

For the packages that we produce (the RCL and CCS) you could try sending 
in your configuration file and the output of verify_install.cgi (for 
perl) and a phpinfo() test (for PHP) and something may jump out at us.
