Yes. I have a stack of unopened solicitations from DRoA (and a scattered few others such as "Internet Listing Service Corp.") that's getting so tall it's about to fall over. They were all harvested from WHOIS addresses within the last few months.
If Tucows thinks WHOIS isn't being heavily mined, I'm afraid there must be something wrong with the methodology you're using to check it.
