We have tested this and it is working as expected.

There are two items to check before you submit the request:
1) Did you ensure to check off the contact data that you are attempting to 
change to the right of each line?
2) Did you ensure that you selected the checkbox "Apply changes to Locked 
domains"

There's an option to apply changes to locked domains as well. That implies
that the domain will get unlocked, changes applied and re-locked. I tried
that with a com domain and it doesn't seem to work. Changes to the
unlocked domains were done, but changes to the locked domain were not
done.
Is this supposed to work?
