Resellers can do these changes via the API (see documentation on "Submit
Bulk Change") or via the RWI in the Domain Management section, under Bulk
Domain Change Management.

So, nearly 2 years ago, it was stated:

However, I'm unable to find anything that describes how this was
implimented. Digging through resellerhelp (which, as a side note, has the
least useful search I've used on the net in years)
got me to
http://resellerhelp.tucows.com/hello.php?lang=en&prog=01&catnr=2&subcatnr=14
#How%20do%20I%20manage%20a%20domain?

which links to

http://rrc.tucows.com/support/faq/MWI_faq

which links to

http://rrc.tucows.com/resources/docs/lockingguide.pdf

which is

OpenSRS Name Locking Guide
  March 26, 2002

which is horribly old and states
"The ONLY way to lock names in bulk is to use the API."

Can anyone provide a better pointer to the current status of things?

Thanks,
JB
