Currently, if you have not checked the availability prior to submitting the
order (via the registry whois - https://www.nic.es/ in the top right
corner), then the order is submitted and Tucows will check the availability
prior to completing the order.  If the domain is taken, we will cancel the
request.

However, we are currently working on a feature that will provide RWI users
with the ability to check availability from the RWI, prior to submitting the
order.
