Hello Jo, You can initiate a registrar transfer of a domain name as long as the domain is still tagged with the registrant. A SUSPD domain is tagged with the registrant. When it changes to TBR status it no longer can be transferred.
Please note that the transfer request will not change the cancellation timeline of a SUSPD domain. If you initiate the transfer on day 26 of the suspension period, the registrant must confirm the transfer in less than 4 days (at the end of day 30). If the transfer is confirmed, the registration will be re-activated and a period between 11 and 12 months will be added to the registration.
