I'm not aware of the specifics of this situation, but usually the fact 
pattern indicates that the label only has a U.S. distribution deal with the 
band, which would prevent a U.S. store from shipping to other countries.  In 
all likelihood the Bros. have a different label for foreign distribution (or 
are in the process of negotiating such a deal) and it would then be available 
in Canada through whomever licenses the Canadian rights.

To use a very old example, remember the Beatles original label in England was 
EMI, but the first albums were licensed and distributed here by Vee-Jay.
