OK.  I've temporarily given up with Tox while they solve a few issues with my 
Webcam microphone.

As an alternative, I scavenged a different Webcam from the pile of stuff going 
for WEEEE disposal at work.  This one is a Creative CT6840, which apparently 
worked with Linux back when it was new; circa 2006 kernel V2.6.

When I plug it in the system doesn't seem to recognise it as a video camera 
but I get this from dmesg:

The Quickcam is my shiny new 1280x960 camera that drags too much bandwidth out 
of Skype and the new (old) one is the Omnivision which gives 640x480.

Anyone know if this webcam is still supported and if so how I can get it 
recognised?
