I'm unsure if klipper and Clipboard are actually the same thing. Either way, the functionality described at that link is present for the Clipboard Widget in Kubuntu 25.04, but I have the selection functionality disabled. The Ctrl-C / Ctrl-X functionality is definitely enabled, but only works when it feels like it.
