Are all the printers accessed over the network?

That's a different symptom.  I'll assume you just mean CUPS still isn't
spotting any network printers.

What have you changed since the backup which Timeshift restored?
Particularly regarding firewall rules as perhaps that's stopping access
to the printers.

For printer discovery, I think Avahi might be needed based on a skim of
https://wiki.archlinux.org/title/CUPS/Troubleshooting so you could see
if

    systemctl status avahi-daemon.service

says

    Active: active (running) ...

in the first few lines of output.
