Unfortunately, no.  The usual process to distill the bug database to a
externally consumable form is to create knowledge base articles.  I'm
currently investigating how this works - I agree that having this data
available allows people a quicker solution.  However, it's not a simple
problem to solve for the .NET Framework even simply from a resource
perspective.

For Rotor issues I try to get them into the FAQ at
http://www.msdn.microsoft.com/msdn-files/027/001/901/ShSourceCLIbetaFAQ_
RelNotes.htm as soon as I know about them.
