[DOTNET-ROTOR] Why isn't void a built-in type?

Partition I section 7.2.2 doesn't include void as a build-in type. I
believe this is incorrect.

Somewhat related, typeof(void).IsPrimitive is false, which I don't agree
with either.

Any comments?
