I think you might need to wait a bit longer for the download dialog to come up or try a few times.
What I saw was just as you described but then after about 30 seconds I got the download (Open, Save) dialog. The EULA dialog stayed up until I manually closed it. The download starts to happen directly as a result of clicking the Yes button.
