Sort answer: Yes, the deadline is now January 30th.

Long answer: We had feedback from a university asking us to add the
sentence "All awards will be executed as unrestricted gifts or
donations" and remove the section marked as "Deliverables" from the RFP
documents. Both of these had negative ramifications for funding
arrangements in their particular country. The grants were always going
to be designated as unrestricted gifts in the grant letters, so that
really had no change overall but it was better to make it explicit on
the website. The "Deliverables" section was left over from the first
RFP. When we agreed to change the documents we also extended the
deadline to allow universities that could not submit because of the old
format to submit. We were going to send an email today but I guess I may
as well just rely to yours :-)
