Mystery solved:

http://support.microsoft.com/default.aspx?scid=KB;EN-US;Q309508&;

IIS Lockdown did it... to fix go to windir\System32\Inetsrv\Urlscan\urlscan.ini and 
remove the .dat line or other necessary extension.
