Dialect, Brandon. Most people from this subcontinent will call each other "dear" affectionately. I learnt that long ago and banished it from my (written) vocabulary. But of course, it sounds kinda weird to Americans, where the word "dear" is an affectionate way to refer to one's spouse/significant other.
