[DotNetDevelopment] Cannot add reference to CDO 1.21

Hello all

I am getting the error as follows when adding reference to CDO 1.21.

A reference to Microsoft CDO 1.21 Library could not be added. Could
not load the type library. Library not registered. (Exception from
HRESULT: 0x8002801D (TYPE_E_LIBNOTREGISTERED))

I can add reference to the same library in the Windows Application and
do the desired programming. But I want to get the same functionality
in my web application.

Please provide any help to get rid of this error or guide me if I am
doing anything wrong.
