You not to be specific and not answering that you create web page or windows app.
You can't do that if you just use web page with html/javascript. Although you use ASP.NET VB, it will be rendered to html also. All this because our web browser can't do that. However you can use flash to get the webcam picture coz flash player is external addin to browser that already have the features. This is a simple way, but I dont know is true or not. I never tried but I know it can. In advance you need to create a small windows application that can get the webcam and wen user open browser user web browser will integrate with the app and will display captured picture in web page.
