Okay, let me try to clarify a couple of points, seeing as your appear
not to be a techie :

1. Your friend's app appears to be developed in Visual Basic (the
classic versions... 5.0/6.0). As such, this Group does not deal with
or discuss those technologies. (Read "obsolete !!"). Your query might
have a better chance of being answered in a discussion Group dedicated
to VB 6.0)
2. The app seems to use certain ActiveX components or Usercontrols
which possibly have either become overwritten or corrupted by a recent
installation of some probably unrelated application. Since no one here
knows what those components or Usercontrols might be, it would be
nearly impossible to troubleshoot the problem. Steffen has posted a
link to the MS Support page for this error which should explain that
this is a generic error, unfortunately not one where you can pinpoint
the problem by looking at the error message.
3. If reinstalling the app has not helped, it may be because Windows
will not usually overwrite newer versions of system components unless
explicitly instructed to. If it is really very important, you might
consider a format and then reinstall of Windows, followed by your
friend's app.

 The easiest thing really is to get in touch with the original
developer. Not too many practical options otherwise. Sorry! :-(
