Instead of hardcoding or looking out for database you can just enter the
details(country, state, city) in master screens as per your need...

Lets say, Have a form for entering countries & from that screen enter the
name of the countries you want to list...

Like wise In the STATE form select the country from the dropdown and then
enter the states you want to list,

likewise in the CITY form select the country and state from drop down & then
enter the cities you wish to list..

Please let me know if you are not able to understand what I have said....
