Actually there is a membership. But membership for the website users. I mean
you become a member and than for example you add your website. You earn some
points from comments, clicking ..etc. Other members can write a comment.
Both writer and website owner earn some points.
Otherwise normal users can click your website or vote, and than you earn 1
point for each click.
For example if you have 2000 points you earn some gifts like usb,
antivirus...etc.
One user for same IP can just one vote or click. After one of them is
recognize, website count or other things are not recognize. But if user
change ip address again all of them recognize.

Thanks for replies and help. I will rebuild my system or I will ignore ip
changes and I will just give points for comments. (Also user can comment
just 5 times per a day.)
