Well what I can understand you need is a modem software application
that
uses AT commands to query your phone and sim card to retrieve
messages.

This application could do this by either
1) Using an event to determine when a new
sms message is available following when the message is sent via email
to you.

2) Connecting to,  and polling your modem (sim or/and phone) for all
new unread messages and then within a loop, retrieving and sending
those messages to you by email.

I would leave setting up your modem to you. You need to ensure that
your modem is assigned a serial port e.g. COM1, COM2, e.t.c., and that
the application that I reference below is able to connect to it and
query it.

You can get relevant C# code (that you will need to modify only a
little), and information from the links below:

1) For TEXT mode querying of your modem e.g. for character sets that
are within   the 8 bit range.

Thereafter you can add code to send you email.
