One thread is enough. That thread checks UTC time and calculate each country’s local time. If it is a middle night time, then send the message. That check only take few CPU usage so multi thread is not necessary. To implement it, you need to put 100 countries and its time zone against UTC in a list object. So you can loop through each item and calculate its local time.
