Frank is correct. File.Create doesn't close the file by default. You need to 
call the Close method.
if (!File.Exists(UserCerfServerListFileLocation)) {
                File.Create(UserCerfServerListFileLocation).Close();
            }
            using (StreamWriter sw = new 
StreamWriter(UserCerfServerListFileLocation, true)) {
                foreach (KeyValuePair<string, CerfServer> pair in servers) {
                    sw.WriteLine(pair.Value.toCommaSeparatedString());
                }
            }
