Ok, there is three types of questions, open( textarea) , close( radio buttons)  
and multiple (check box).

I just need to present the data and the final results in graphs.

If this is a survey then you do not have to switch the position of the
questions, in an exam you have to swap out the text presented in
A/B/C/D/E positions.

Do you carry the weight of each question?  Or is everyone worth a
single 1 point each?

So you have generated the input of all text by administrator and you
just need to present the questions to the user?
