Is the quota plugin being loaded?  What is the output of:

doveconf | grep -B 2 plug

I don't know if it makes any difference, but in your config file, try changing:
plugin {
  quota = maildir:User Quota

to

plugin {
  quota = maildir:User quota

(lowercase the "quota")
