Subject line says it all?  I am using Roundcube, and every time i click on "filters" i 
get RC's "unable to connect to server" message.


Did you edit the plugin config for your setup or are you just using defaults?
For example:

    $config['managesieve_host'] = 'localhost:4190';
    $config['managesieve_auth_type'] = 'PLAIN';
    $config['managesieve_default'] = '';
