[INTERNAL] Make the StopManager and StartHandle deal with users leaving
If a user leaves a session before the message is acknolwedged we will
1.) Throw a CancellationException for lock requests as the user that
has left might have been important.
2.) StartHandle.await will return if the user has left without sending
an ack message. One can check the return value to see if the user has
acked the message. No CancellationException is thrown as the main task
should have been completed.
