Ok it seems to be a problem, when you deinstall Saros, quit Eclipse and then 
just upgrading your dropin folder.

But at least we should test if the recommended dropin folder layout works as 
well
and so make some internal changed in the folder layout of the dropin archive.

Just unzipped the archive to my dropin folder.

Saros is not loaded !

The current folder layout is violating

So I had to:

1. delete all contents in the dropin folder.
2. restart Eclipse (this was necessary)
3. just copy the plugins from the dropin plugin (inside the archive) folder to 
${MY_ECLIPSE_INSTALLATION}/dropins
4. restart Eclipse

All went fine.
