[INTERNAL][HTML] Encapsulate UI strings in static class
All labels, messages, titles, etc. which will be visible in the
HTML UI are encapsulated as public static fields in the class
HTMLUIStrings to avoid hard-coding them.
This class will be progressively extended while the UI is
developing.
