I think that would be better than it is now, assuming you can keep them from overwriting current versions. 
 
I still think preferences should to be changed into XML in their own preferences folder, and a gui be built for changing them.  But, what do I know.

Create it.  It's just a text file.  Duplicate the settings in preferences.js that you want to override.
I have no localprefs.js, where do I get this file? I did not see it in the CVS.
