Summary: up/down keys incompatible with Japanese

Initial Comment:
The current way the cursor up and down keys are 
handled are incompatible with foreign language Input 
Method Editors (IME) like the ones that are part of 
Windows for Japanese, Chinese and Korean.

If you want to test, turn on Japanese Input in Windows 
2K or XP.  Under XP and small EN or JP button will 
appear in the taskbar.  Make sure it says JP.  Type k o 
r e.  If you acutally see k o r e press Alt-Tilde and type 
it again and you should see Japanese.  Now press 
space bar twice and a menu should pop up.  Use the 
cursor keys to select the desired Japanese...Except 
you can't because the way up/down are handled by the 
quick search bar are intercepting the keys at too low a 
level and overridding the IME's use of them
