I think there should be a distinction between the
implementation (ie a weather rss feed displayer) and
the code needed to support something like this.   

I think the code needed to support this should be
included if the addon is required to essentially
rewrite core files.  For example I added the ability
to use keyboard shortcuts to the core but unless
someone adds a shortcut it doesn't affect most users -
but if I had to do that for an add-on I would have to
re-write major portions of search.htm just to gain the
functionality.

So I think that if the changes are relatively small, 
don't slow down general use, and allows add-ons to do
amazing new things that we could add it into the core.
