It occurs when the environment variable "TZ" is defined. I've used "TZ=GMT-5", "TZ=EDT", "TZ=EST" and seen the problem. It occurs when the US time changes to Daylight Savings Time. Problem is constant (24 hrs/day) during daylight savings.
