I have a workaround for this error.

I tried Windows Update and it complained that I needed to 
upgrade to "Microsoft XML Parser (MSXML) 3.0 Service Pack 4 
(SP4)" so I installed msxml3usa.msi, then installed the IE6 SP1 
cumulative patch KB832894 and rebooted.  The problem has 
gone away.  Unfortunately I can't tell if it was the IE6 patch 
or the XML patch - I suspect the latter - that fixed things, 
but this may help others who have the same problem.

I am getting exactly the same error.  I started getting this 
after I installed an AOpen optical mouse driver (using W2K 
prof), in both 3.1.6 and 3.1.8 beta 2.  I am unable to use the 
toolbar at all now.
