I'm afraid that's just luck. There's no link between the tooltip mechanism which is uses that preference (and which does the help menu), and the one which does the time/date tooltip. Having done some experiments, I actually think that having a tooltip appear every time I put the cursor over what is in effect an edit control is a bloody awful idea, which is why I haven't done the work necessary to make the time/date tooltip work properly. I would think that the code which does the tooltips for the help menu should serve as a help to anyone who wants to do the date/time tooltip. Please don't have it enabled by default...
