Can you be more specific about the error? Have you tried clearing your history? Some of the changes from 3.1.9.1 to 3.1.9.2 can be migrated directly into your installation as text. While I would recommend you just upgrade directly, you may have some benefit from migrating text from a cached version, or a CVS/SVN working copy, into your install folder.
