[Dragora-users] Qi 1.0 release candidate 1 released

Recently, I've marked Qi for release.

Qi is the new package manager written for any (POSIX compatible)
shell for the upcoming version of Dragora 3.  Qi can work
out-of-the-box, if you meet the requirements (see the README).

Here it is!
